Is the USA still going to war "with the Army you have... not the Army you might want or wish to have"?

That is always the case. Typically, you fight a war, at the outset, with an army outfitted for the previous war. Look at France and England at the outset of WWII. Many soldiers at Bull Run had muskets from 1812 or the Blackhawk War.
