Im 16 and got a tattoo in PA, now i kinda want another however the state i now live in wont allow it.?

When i was 16 i got a tattoo with my parents permission and i do like it, however i want to get more added to it because it seems, small for my arm and bland. I don't mind having the tattoo the way it is but would like it more if i got something added to it. It is just a tribal band around my arm so adding to it will be difficult but the problem is when i got the tattoo i was in Pittsburgh PA. Now i live in WA state because my dad is in the army. In the state of WA they do not allow minors to get tattoos even with parental consent. Im sure my mother wouldn't mind letting me get something more added to it, however the state will. What would you do if you were in this situation?
