My husband is going to yemen for a couple months to visit his family. free PC to PC video calls?

I have been googling programs that will allow me to video chat w/ him for free. I found out that yemen banned the use of skype sometime in 2010, so that's not an option. Not sure if Yahoo Messenger would work? I would think that it would be banned too if skype is. Can anyone advise me on any programs/software that will allow free pc to pc calls from U.S. to Yemen?
