If your on probation can you live with your kids?

I'm in the army so I live in a different city than my fiance. I have a daughter and he has 2 boys. He was arrested last year and now he is on probation. My daughter is close to him and calls him daddy so when she told me he told her he can only talk to her a hour a day didn't add up to me. And now he tells me he cant live with his kids. He says his probation officer wont let his sons live with him. So they had to move out from their grandparents home by their school to live with a aunt. I have had family in and out of jail all my life and they all got to live with their kids. My friends and family tell me different things about this and tell me he might be hiding something. Normally it wouldn't bug me but there are things that aren't adding up. I don't see how a probation officer can just tell u that your kids cant live with u. Please if anyone know anything about this please help.
