Army Service uniforms?

I need to buy the new asu for an event but I am getting conflicting rules. I went to buy it on aafes and under the description for the plain blue pants its says for E1-E3 I am a E4/SPC. I also read that E4s are not allowed to wear the pants with the gold stripe. Which is true? I am trying not to make an expensive mistake the whole uniform is almost $500. Dont kill me and thanks in advance.
